When the Jaguars have had a lot of cap space in the past they have done the same thing they did this year. Imagine thinking Doug had any say on contracts here when he couldn't even run the ball without getting reprimanded by the GM. Baalk is the Jaguars Howie. Overly involved GM with a death grip on his job that as a result caused a number of candidates to turn the job down. He's the one running the show on free agents and contracts.
