One football play I don’t understand is that last punt return. Guy catches it at the 7ish, defender brings him back to about the 3-4. Defender takes him down, it’s forward progress ball is spotted at the 7th line.

but defender drives him back, but doesn’t finish the tackle, no out player is "disengaged” at the 3-4yd line, but another defender takes him down there and that’s where the ball is spotted. 
 

so the defender basically gets to freely force drive the ball carrier backwards, which is not supposed to be possible unless the ball carrier willingly goes backwards on their own.
