Yup.  That's what I'm thinking too.  But, I can't figure why they'd waste a waiver claim on him.  Is it just about familiarity, or is this organization struggling with identifying actual NFL QB talent?    Sudfeld made sense to me.  He has prototype size, arm strength, etc.  He just doesn't have it.  Take a chance, try to mold him into a backup.  It failed.   But Book just doesn't seem like a guy that can develop into a #2.  And frankly, if your 3rd QB doesn't have that as his ceiling, then he doesn't belong on the roster.  A PS spot is sufficient for the 3rd QB if they don't have a backup QB ceiling.  I don't see Book as being capable of ever being the #2.

I'm guessing he gets cut after week 1 and they try and put on PS. Maybe they thought someone else was going to claim him?

Has a ND QB worked out since Montana?

They could both go to PS and make sense.  I just don't see the need for a roster spot, even for a week for this guy.

The only push back on this is dead money is designed to decrease over time. We haven't even been able to have dead cap in 2023 until June (plus the two post June 1st designations), so that number in 2023 will obviously go up as time goes on and as we enter the 2023 offseason. Also, 63 to 58 looks like a decrease, but I think it's fair to point out the majority of the 63 was Wentz. Wentz has no 2022 dead cap so it's not great that the gap is that small and only a $5M decrease.

Regardless of who accounted for the decrease, Howie knew that... None of this is a surprise to him. Its part of the plan. There is literally nothing to worry about.

Obviously his coal is to see the dead cap become a smaller % of the cap (with cap inreases) over time. DUMs numbers appear to show that has been the case the past 3 years. Even with COVID throwing a massive wrench in his plan. Thats good. We would be even better off had that not happened, and I am sure Howie has adapted his plan to fix what happened. 

People seem to see the dead money as a mistake and Howie's only desperate attempt to get out. But thats incorrect. Its by design. If it was an accident, then thats a sign of a GM who didnt know what he was doing. But its not by accident. Its not desperation. Its all factored in ahead of time.
