Nope.  It's not a force play.  The tag must be applied... because that's the rule.  And the opposite is not true.  If the runner beats the ball to the base, but comes off the base after arriving safely, they aren't safe if the tag is applied after they come off the bag.   On the base before the tag is safe.  Off the base when the tag happens out.  Ball present in the glove before the runner arrives, irrelevant.

The idea that the ball beating the runner to the base results in being called out is reserved for lower levels of baseball where each base doesn't have a dedicated umpire to be close enough to actually be able to see the play up close.   When there's a 4 man crew, there's no excuse for being in the wrong place to actually be able to see the whole play.  And that is what the umpire really screwed up.  He still might have called Harper out had he been where he was supposed to be.  And if he had, I'd not be happy with the call, but wouldn't be railing against it.  This is like a goal line call where the official is standing at the 10 yard line instead of on the goal line.   Be in the proper position to see the play... then call it how you see it.  When you fail at the first part, the second part is irrelevant.  He didn't know what he saw, because he couldn't see it.

 

 

Meanwhile, Falcons ending the first half like it's the end of the game... doing Falcons' things.  Had a TD there for the taking and just dropped the ball.  Gave up a sack.  Blew the FG attempt and then let Bucs march down and steal another 3 off them.

If the ball beats the runner by 10 feet and as the runner slides a fingernail gets in , he should be out. If they are trying to protect players as they claim, call him out. It’s the same nonsense in the NBA where a guy grabs a rebound but another player swings arm for ball and knocks it out of bounds and replay shows ball on guys fingertip but he clearly would have had possession of ball. It’s the wrong call.

Nice that you went to the ridiculous to make the point.  

What you described in the bold is where a runner is expected to now give himself up, as collisions are banned.  But, that's not what we are talking about at all, so its rather a moot point.
