I don't see why a home district should get paid for student they aren't educating. charter schools are paid out of the district budget. the Philadelphia School District funds the charter schools there, for example. they send like $13k/student out of their budget.

I know how it works since we have quite a few Charter School clients. The money is still going to the school where the kid is being educated not disappearing like a fart in the wind. Districts need to clean up their act to keep students from fleeing to Charter Schools. Most of the cases are kids coming from rough school districts and of course there are a lot of arts related ones.
