Guess which party controlled the House of Representatives from 1954 until 1994 (yes 50 years of uninterrupted majority) when a lot of this was going on? It wasn't the Republicans. The root cause of the social security problem is that it's a ponzi scheme, and that would be true regardless if the money was borrowed and replaced with IOUs or not.
