It was the exact document prepared over 2024 and set in final draft a week before Biden dropped out. They did not update any of it including the part that points to Biden's 2nd term, i.e. a reference to Harris as the candidate was NOT added. Her team clearly just wanted to ensure that there was zero internal policy debate ahead of or during the convention. Let's see if there is anything done now.
