Ok, and who has disagreed that there is a problem in that town? Drunk driving is a problem, but if someone was to say "drunk drivers are killing a million people every day and are kidnapping senior citizens while they do it!", if someone were to respond saying "well no, drunk drivers are responsible for about 37 deaths per day, and there's no evidence that they are kidnapping senior citizens as well", that doesn't mean that the person responding thinks that drunk driving isn't a problem.
