Comparing state and local judges/prosecutors to Federal level is like comparing AA ball to the majors, though. Local DAs graduate from second and third tier law schools. US Attorneys are usually from near the top of their class at T10 schools. FWIW CA only elects the judges for the bottom courts, the rest are appointed. PA has elections all the way up to the supreme.
