He is a vested veteran, so he doesn’t go through waivers. I suspect that the timing of this change was chosen by Howie so that both Cooks and Pierce get practice Squad weekly checks. Howie typically uses that trick to make the legal limit for Practice Squads anywhere between 18 and 20.

Cooks would definitely be interested in another team offering a 53-man roster spot, but probably would pass on another team’s offer of a Practice Squad spot.

I think the Eagles are concerned about Shipley's availability due to the rib injury. And therefore also the reason why they brought Montrell Johnson on board to the practice squad JIC they need a RB in a pinch they can elevate him. I'm also reading that the Bigsby trade was due in part to a need for a kick returner. Other than that Tank looks average - above average based on his production thus far. Plus this from the following link: The downside is that he had six fumbles and that was also an issue for him in college.
