But if congress can't come to an agreement on where to cut, then take a % from every single department that balances the budget. We are going to run a $2 trillion deficit next year. We are waaaaay past the point of saying "what part of the budget needs to be cut". It ALL needs to be cut. And when we get to a balanced budget, then we can look at and go "ok maybe there's some areas where we need to increase spending and other areas we can trim to offset that". We aren't close to getting to that point yet.
