Teams are more likely to overspend after they look at their roster (post draft) and dislike their WR situation. I suppose if DURING the draft they are offered a pick and absolutely love a prospect who is available then I could potentially see it happening.

He is a missed tackle machine because he either overruns plays or goes for the big hit instead of wrapping up. He has zero football IQ. He plays so stupid and reckless that he injured his own teammates multiple times. He is quite possibly the worst safety in the NFL. What could you have possibly liked about him?

He's probably only not going to be a baby if he gets dealt to a team who likely will be drafting mid 20's or higher

Yesterday they posted about signing Stone Smartt. There was a transaction a year or two ago that people wondered about and they simply forgot to put it on their website transaction list.Could also be terms of the trade pending physical or something, or travel logistics to get them in person for the signing and photo op.
