The phase 3 trial site locations were all around the world and BioNtech did partner with Pfizer. However Pfizer took zero money from the US government and BioNtech was inarguably the main developers in the actual vaccine (the vaccine itself is named BNT162b2). The US taking a victory lap over developing the vaccine is kinda like Ringo taking credit for The White Album.

I believe all the work on bnt162 was at their German labs. Cruz would've been "right" if he said manufactured instead of developed, or if he had said "one of the vaccines" to imply a reference to moderna. But even then he'd still look dumb because his whole point to begin with was to pander to idiots who seal clap at anything that resembles American exceptionalism. The reality is that this was very much a global effort even if that makes some people roll their eyes. It's the truth though, starting from a Chinese lab that took a big risk to publish the full genome, to vaccine devs from Germany, US, UK, France, etc who got to work within days to crank out candidates, to the big pharma giants that partnered with the devs to expedite manufacturing, planning, and enrolling large scale trials, and of course the governments that bank rolled a lot of it along the way (including the German gov for BNTX, even though PFE didn't take a dime from our gov.) Point is, as cliche as it sounds, we really are all in this together, and we'll have many different people from many different countries to thank after it's all said and done.

Either way, the changes so far have not resulted in strains that would likely be resistant to vaccines in development.
