But in reality, a country can sanction anyone they like.  Russia could sanction you and say you can't access their banks.  Does that mean you're on the take?

If your POV is less about meaningful sanctions and more about throwing red meat to the average right-wing American voter who seemingly supports Putin's invasion of Ukraine then it starts to make a bit more sense.

I'd find it really odd if they sactioned specific people and then did not name them.

Throwing Trump's name in would cut him off from pursuing business in Russia.  Something tells me they don't want to shut the door on that.
