If your POV is less about meaningful sanctions and more about throwing red meat to the average right-wing American voter who seemingly supports Putin's invasion of Ukraine then it starts to make a bit more sense.

Well if they are sanctioning specific people, they kinda have to mention them specifically, no?

I'd find it really odd if they sactioned specific people and then did not name them.
