They are called developing QBs like you said, not finished product QBs right out of the draft. 

Hurts improved from year one to year two as did McNabb and as did Allen.  Either he continues to improve in year 3 or he doesn't.  But the fact that he has continued to prove thus far means he is actually developing.

Allen's mild improvement from year 1 to 2 is not super impressive.  His improvement from year 2-3 was. The man also has an absolute cannon for an arm and could at least run through progressions at that stage of his career.

Even after that jump, Josh Allen is still wildly inconsistent too. Even this past season. Plenty of low comp% games, and high INT games, and some even combining the two. Compiled stats are impressive, but games are played on a week to week basis. And when you check those week to week performances, the inconsistency becomes clear.

Its going to take a perfect storm having him string together enough excellent, efficient performances to ever get all the way to the top of the mountain. We saw Foles catch lightning in a bottle and keep it bottled for long enough. But those odds must have been unimaginably slim to actually have that happen. Unless he develops more accuracy, which me might... expecting him to carry a team all the way through the post-season is a roll of the dice.
