Taking it at face value, they're giving Hurts the best chance they can for him to succeed.  The NFL is still, for the most part, a meritocracy when it comes to QBs.  Don't win, you will get replaced.

Worst case scenario, $100M will buy Brown lots of new best friends.

Why not? He had a decent enough year for sixteen games. He had back to back bad games in the finale and the playoffs. I don’t think he’s ever going to be special, but I think he’s probably adequate enough. Heck, as far as I can remember, the Eagles have never had a great punter.
