Because they are still conducting an investigation, interviewing witnesses, obtaining documents. Once that's done and the info is presented to a Grand Jury they will issue an indictment and Trump will then be charged. The Justice System isn't swift. But I agree, upon finding the documents at Mara Lago (Evidence of the Crime as stated in the search warrant) he should have been arrested on the spot. He will be eventually.
