Remember Tyree Jackson and Toth will return in a few weeks, then we'll see how much they like Sills. Some of the maneuvering right now is waiting until you're close to game day, when teams will be less likely to claim players you waive, so you can get them to the PS, where you can protect 3 players from claims. I don't think they're sold on Book or Sinnett, they may be there simply to give the scout team different looks (pocket QB, mobile QB).

It's possible but since they waived him instead of just cutting a vested veteran, they don't seem concerned about the possibility of losing him.

He would count on the roster if they wanted to put him there, but he doesn't count on the PS. Howie mentioned "70" players a couple times yesterday, which is the 53 and the 16, plus the exemption for Leo. So we still have one PS spot open.

The NFL currently has 14 IPP players and they are now allowed to terminate their IPP contract and sign a practice player contract. This new deal requires said players to remain on the practice squad for at least three games, but after that, they can be brought up. However, if a team lifts the original IPP exemption, they cannot put the player back on it.
