My guess is because it’s a personal foul penalty it has to stick

When do you suggest they enforce it, on the next play, maybe the previous play?

I never understood why the penalty stands on a play that technically never happened. 

Brady should have been flagged for that kick/swipe tackle attempt.  However, it was so bad that I’m not sure he ever made contact with the ball carrier…so I guess there’s nothing to call?

I thought it was dumb at first too but it makes sense to not give Tampa a free unnecessary roughness.
