I’m 2004, Belichick somehow got a hold of the city’s tentative memo/plans for the logistics of a SB parade.  I would imagine that any city draws up such plans in advance to prepare.  In fact, given how the city of Philadelphia is run, if they did it, I’m certain any city does the same.
