Ultra quickness and twitchiness for an interior lineman, and explosive off the snap and has good moves on top of it. He spins, can sidestep extremely quickly and burst through. Major handful for guards, most are not built to handle such quickness and movement like that. 
Dynamic pass rusher, I just have no idea if this is a player that fits Desai's style of defense. He tried turning Poona Ford from 1 tech into 3 tech and it didn't work. Of course Kancey has the size and length limitations. Regardless, by the time the draft gets here I doubt Kancey is even realistic at 30.
Seahawks run defense was horrid last year, the years prior they were ok. Is this because Desai's changes failed miserably? Shelby Harris was cut and had success in his defense last year, maybe he would come at a decent price? Quinton Jefferson also had success, Colby Wooden is a decent comparison.

My guess is they believe with stoutland and his ability to mold guys that they could save the money on seumalo and still have very good production.

It isn’t that he personally wasn’t a priority … rather keeping an age balance across the O-line was a bigger priority than he individually was.

The replaced Seumalo at LG and never really settled on him being the future C. They seemed to like him but not love him
