Honestly, the best way would be to cut it off at some level. Everyone under say 55 is out for good. Those currently getting benefits remain unchanged, those above 55 but not yet getting benefits get a much smaller amount.

I would also take a look at who are receiving benefits and who really needs benefits. It would be pretty easy for a start to look at the number of beneficiaries under age 62 or 65. Of course some people under those ages legitimately need a supplemental source of income but I wonder about numbers.
