Alright, so this is the issue with people like Cruz failing to read beyond a headline but also illustrates a problem with companies making decisions that are going to piss off consumers. The change (which I'll describe in a minute because it does affect me) wasn't mandated by government but instead an action taken by the company because they think it's the right thing to do. The change itself is regarding the power mode states that many consumer electronics already have. Usually there's a setting for a "quick boot" mode where the device never fully powers down but instead stays in a standby state that draws a small amount of current, or an "eco" mode that is a full shutdown and draws even less current. So by default, I think the console ships with "eco" mode as the setting, but you can change it quick boot if you want. The change being made now is to force all consoles over to eco via an update, but still allows users to switch it back. The problem is, this serves no purpose other than to confuse and annoy users. I selected quick boot because I'm willing to pay the extra fifty cents per month to not have to wait for my console to boot up, but if I hadn't known about this change, I'd be wondering why the hell an update degraded my user experience and made a product I bought perform worse via an update.
