It isn’t. Running plays do not affect a QBs passer rating.

Boosts the passer rating and definitely multiple times he should have thrown the ball away ( which would lower the passer rating) but instead he runs out of bounds for a sack or takes the sack in the backfield out of the pocket.

Better team play to throw it away...better for passer rating to take a sack and not throw incomplete.
