He's in the IPP program so he doesn't count on the roster anywhere. He only will if we ever activate him. He is player 54(if we keep him at all). He is exempt

I don't believe he counts unless we bring him onto the 53. There is a special designation on the roster/player page. IDK if there is a time limit on that or not
