It is likely if Pietro cap and others don’t show up Tony and banner would have succeeded in creating Vision. Thor basically became the power source.

I think Hayward has been trying for weeks maybe months or years to get Vision back online but under Swords control and has failed every time. So when wanda returns and is waiting in the lobby, I think he’s stalling to get vision’s body in place hoping Wanda in her grief can bring him back to life with her power. Obviously she doesn’t leave. Now he sees a town under hostage and he thinks Wanda is responsible for it. The quickest way to end it is to kill Wanda but she’s an avenger. He needs to justify his decision. So he fabricated the footage to make it seem like wanda stole vision to further justify taking a shot at her and justifying the reboot vision program. I don’t think Hayward ends up being a villian, but I do think he’s an arrogant jackass.

If he wanted to bring Vision back why didn't he just ask Wanda when she went there? He told her he was dismantling Vision and that pissed her off. If he said he was trying to bring Vision back then I bet she would be all for that

If he said he was trying to bring Vision back then I bet she would be all for that Because he doesn’t want vision back as vision (who was his own entity). He wants a vision under complete sword control. He wants a weapon, which is exactly the opposite of what vision wanted (as set forth in his living will). This is just my theory. We don’t have an actual answer to this question.
