Personally, I believe that the POTUS should stay away from disaster areas because their presence takes too many resources and focus away from the recovery effort. Do we really need them there to hand out paper towels or comment on how nice the turnout is, "what a crowd, what a turnout!”

Agreed. The only time I can see it being "necessary" would be for an event with national significance like 9/11 but that's an extreme outlier obviously.
