The only way he can't is if she decides no punishment is warranted, than Goodell can't do anything. So I'm assuming everyone knows something is coming, and this is a negotiation for the final decision which would basically get the appeal process from Watsons camp out of the way. I think this is just further proof NFL is pushing for a full year, and NLPA/Watson are pushing for less.

I've never asked an employee 'how long do you think I should suspend you for?' or 'should I fire you?' -- not even in an bargaining unit environment.

I'm sure both sides want to move on from this finally but at least it looks like NFL isn't bending over backwards to make it happen.
