It used to... now they give 'forward progress', even if you voluntarily pull the ball back, though if you run backwards, they don't.

The Eagles need to gather all their analytics power.  Look at every single Mahomes start in which the Chiefs scored 21 or fewer points.  Find a common thread.  

What was it?  Poor weather?  Battling injury?  Pass rush?  Tight coverage?  Ball control from the opposing offense?  Just a bad game?

That only counts if you are forced back.  If you willingly retreat (which retracting the ball can be considered), you don't get forward progress.

I wonder since he was actively being hit at the time when he pulled the ball back that they called it forward progress.
