Trump says whatever pops into his decaying brain at the moment - he has zero filter. It makes predicting what he is actually going to do damn near impossible. My sense is that tariffs are one of the few things he truly believes in (despite having no functional understanding of how they work). My hope is that people around him will contain his desire for all-encompassing tariffs and encourage him to use them as a negotiating ploy. Trump loves the optics of a win, so maybe he can use this to get "concessions" from China. He did that last time -- the Chinese made a deal and a bunch of promises, and then never actually followed through. But Trump got his win so he didn't care. Obviously, if he were to introduce an across the board tariff on all imported goods, it would be economically catastrophic.
