From what I've read, there are conflicting reports on this - which makes sense. The mouthpieces in Qatar have been known to talk out of both sides of their mouth. Time will tell if this comes to fruition or not.

You need positive ID in order to register in PA, and with a few exceptions, you need a photo ID to vote if it’s your first time at a precinct. I don’t know of any state that doesn’t require positive ID to register.
