That's the separation that Lurie wants. To get the " collaboration " you need multiple opinions. When it comes to coaches that is where Lurie gets his input from Howie and Siri.

I think that got cemented last offseason. With Lurie stepping in after allowing everyone to give input. I think Lurie doesn't get enough credit for his influence on his organization. Howie has the job security because he does what Lurie wants big picture... same with Siri...that's why they get the power to make the smaller decisions.
