That's actually not what he did. He took a hard stance against them having those weapons saying "they can never have them" while saying he wanted to use sanctions etc. They came into negotiations, saying they had the ability to make 11, and essentially said, too bad so he bombed the crap out of them like he said he would do in Nov of 25 on 60 Minutes. "I will bomb the crap out of them" exact quote. He kept his promise.

How TF do you get close enough to launch an AIM-9 and not figure out that they're allied aircraft? I mean it's not exactly a BVR engagement.

That’s what I did in the Navy. Mode 4 has since been replaced with mode 5, but the same principle. When I first got in, we were still using TSEC/kit-1a. The full device was a real PITA. I was happy when we went to a new version that was filled with the same full device we used on all our encrypted gear at the time, the good old Kyk-13. Easily the most sensitive piece of equipment I ever had to handle.
