As long as your weapon has a range of 60,000 feet. Probably the largest concern is morons firing at it with no care where the bullets will fall.

So did we place a net under the balloon to catch any any stray fragments from hitting the beach? No possible way this could have been taken out in Alaska as you pointed out? We allowed it to traverse the US send all the intel home to China before taking it out? More people died of OD deaths and car accidents in an hour than a would be a stray bullet?.
