As a rookie, he's already out performed JJAW with 20 catches for 349 yards and 2 TDs. He went 2 picks ahead of John Hightower. For me I would have been much more happy with Cephus and Watkins. Gives you 2 different skillsets rather than just taking speed guys. Would you rather have Darius Slay or James Bradberry, Julian Blackman and Quintez Cephus? You are very correct though. We don't know what Dillard could be if he had more time to work on RT. And I remember at the time talking about how foolish it was to throw him there at the time.
