Illegal contact can't be called because the QB was out of the pocket.  It shouldn't be DPI because it was uncatchable.   Ricks clearly turned him, but there was no way he was going to get that pass, but very very rarely do the officials deem anything uncatchable anymore.

Throwing the bubble there is Washington just refusing to let Sam sit in the pocket.

Correct.  He accepts being blocked.  He's not good at all in run support, and that's what a flanker screen basically is.
